Usually it's more like restrictions, like "if you intend to launch more than 20 of those things you have to ask/tell the authorities".

Actually many countries, including china are starting to ban them outright. The wire that's left behind in most of these kills animals and trying to find a good source that uses a treated cloth rope to hold the fire core is very difficult, even more so to try and find the coated cloth rope yourself.
I just did some research into making some of these about 2 weeks ago.

Doesn't matter whether they set a house on fire on NYE or any other day, does it. It's happened, so although these lanterns look nice, I prefer to see them on TV only, not on my roof.
