that and black white brush a layer mask on a copy layer.
Can also be achieved with Illustrator using "image trace" or whatever it's called
Contrast, posterize, mask off and clean up
use photoshop or gimp and sit dowwn and learn
tutorials all over internet like a rash
image is shit anyway
