adjust the hue of everything close to orange and blue so that they become orange and blue, desaturate all else, split-tone with orange and blue, lift and maybe even crush the blacks, add grain
lighting of the scene and colours present in the scene are really important though, not every photo is going to look like this

similar except doubt it had orange in the highlights from split-toning and it looks like under camera calibration that blue was shifted over to cyan since her skin is a bit pink given the blue white-balance

other way around but now that i think about it more, probably better off only adding blue to shadows to make them really blue and let white balance make the rest of the image slightly blue
