How do I rid of the glare on the lights?

I'm not a photographer, and don't know shit. I took this on a Nokia Lumia 1020. I didn't know who to ask, so I figured I'd come here.
Night shots are always a disaster because of the glare

Reduce the lens flare by reintroducing the aperture until focal length is fully exposed. Make sure to be careful it's fully exposed and not underexposed or else you'll end up with red eye.
