I just got a roll of Kodachrome 40. After some research the conclusion is that there is not a single lab in this world that will develop it. I don't get it. Kodak won't do it and they're not producing any developer for the K14 process any more. So why won't they just make the process public so anyone can use it? I really can't understand the reasoning.

But it *is* public, save for some lab tricks and tips that would make your life easier in the lab.
Yousimply need expensive chemicals that can only be bough in huge bulk, a chemist to mix them on spot because they go bad fast, some lab equipment to keep temperature and ph steady, and a couple dozen rolls to calibrate your 2 exposures.
