I'm thinking it's one of fuji's slide films.
Decrease the luminance while increasing the saturation on the blue, red and orange channels (ctrl+U in Photoshop). Also, on the blue channel, move the hue slider a bit to the cyan side. Increase overall contrast on curves.
Additionally, you could duplicate the photo layer, convert it to black and white while filtering the skies (ctrl+alt+B), then put the layer in "luminance" mode, over the original photo layer.

It's definitely film because of the softness and dynamic range, but I am thinking of a color negative film like Ektar. Slide films tend to have less dynamic range.
looks to me like the body of water was already dark due to the thick clouds on the right and the sun coming in from the right, dragging shadows over the whole body of water

It's probably from scanning and adjusting brightness digitally to compensate for the underexposed film without preserving the black level, but that's still how we see some film through a digital medium.
