Yes, if the photo was taken with a measuring tape in the shot, or there was an item in the shot which you knew the size of and therefore could use as a measuring device

Ask the person that shot the picture.

Identify exact characteristics of lens (distortion, CA, transmissivity and all that).
Try to match against photograph.
You can write software for this, if you're skilled with that.
