This looks lie the cats I deal with that have an abscess in the mouth. It looks much thicker than water. I'm thinking pus. It's not uncommon for outdoor cats because they catch disease and get injured often. But it is fatal if not treated; it will cause eating to be painful, and eventually get very infected.
