That being said, I can tell you its a Poa. Not a kind of wheat, but yeah, its a kind of grass.

Could be Poa pratensis - also known as Kentucky Bluegrass as >>795523 suggested. You also said you found in on your neighbours lawn but it looks like its been planted in the garden? If its planted, its likely to be a different species to if it is actually a lawn grass thats just been left to grow
