Odds are it will be a BLM monument since almost all of that land is currently under BLM jurisdiction.

Camping off 276 on Red Canyon Rd near Natural Bridges.
I guess I don't know the standard but the area looked well kept. Saw trash collection crews on the side of the roads every so often and the dirt roads were all well maintained enough.
As long as they don't give it to the NPS, I trust Feds with land.
