Can anyone recommend me some good, inexpensive (<$50) hot weather hiking pants for use up in areas like red rock canyon and red mountain?

I like 'Columbia Men's Silver Ridge Convertible Pants'
I unironically wear 5.11 taclites. Got em' for $35 when they went on sale a while back.
Khaki, obviously.
Had mine for three years and while they're stained as hell, they haven't torn despite my tendency to free climb bare rock faces.

I wear chinos that I bought on a thrift store with a base layer, and gaiters if needed. I would wear denim but they don't dry as fast and don't retain heat that well imo.
a pair of jeans from walmart. 12.99 canadian last time I checked.

Jeans are terrible for hot weather.

Go to thift shop and buy lightest pants that fit? Nylon pants are a good option too.

Check out the REI outlet, I got a pair of their adventures pants for $25. I wear em both hiking and catching rafts on the river for work.

I love these pants, but I didn't fall for the convertible meme.

Easy enough.
They are only $20 at Costco
Just wear jeans. I'm a park ranger in Texas and our work uniform is literally a green pear of jeans. It's kind of hot but it protects your legs better. As far as the drying factor- if I know I'm going to get wet or sweat a lot, I just wear swim trunks for boxers and take my jeans off during my lunch break and set them out in the sun.
5.11 Taclites are the titties.

I wear jeans all the time in FL heat. Jeans aren't much warmer than shorts.

Can't help you, op. As a fat guy, I wear through pants like that way too quickly at my job.
Next time, I'm springing for Duluth firehose pants.
