Don't carry things intended to be weapons on planes. That doesn't mean don't carry things that CAN be used as a weapon (unless they're prohibited, like long scissors.)
You might not ever get caught with a tactical pen, but it's not worth the trouble. If you really have to do it, they make some that are more pen-sized with blunt inserts like the maxpedition one that are extremely passable as a normal pen.
