well judging by the video he posted I think it's more complicated. But essentially turbulence is unpredictable and cannot be modelled by any mathematical equations, it can only be approximated. So as the water goes down the ledge it's forming whirlpools as the water goes off in random directions. These whirlpools are not uniform, so they will spin the metal rod one way or the other
