My partner grew jalapeƱos and a bunch or thai and red chili's in 30cm diameter terracotta pots on the balcony of our last place and now in bigger pots on our deck. You just need to give them a lot more attention. On the balcony we had a pretty big aphid problem as they werent in an established environment. It took a lot or care but within a year or Melbourne weathee we had so much we had to freeze most of it.
Tl;dr : you can do it but you need to put in the effort.
