I wouldn't wear a cloak simply because they always snag on things. Then again, I'm an idiot who tends to walk through brambles. I just find them to be impractical unless you're walking along a path and don't care about the weight. Really, I guess a wool poncho is great, maybe a shorter cloak than OP's picture would fit the bill actually. I wouldn't wear it in public though, and it'd be pretty expensive. My advice? Did you know when vulcanization started becoming a thing you could get clothes made out of it? I think they were mostly bow ties and things like that.
When polyester first arrived clothes made out of that were all the rage, even though they sucked hard compared to cotton.
When technology has given us something new we can make into fabric there have been people that made clothes out of it irrespective of whether or not they were actually good for clothing.
