Basically it costs as much as a mural costs which can be anywhere from zero to many thousands of dollars depending on the artist and your relationship with them. Then on top of that you may want to pay to have a topcoat put over it to preserve it which might cost up to a thousand more dollars. Alternately you could just steal some bitchin graphic off the Internet and have it put on a vinyl wrap.
Hint: Odds are that your local prison will do it for cheap. You just have to ask.

Disney will want their copyright fee. Generally, their lawyers give you a lawsuit right away with the terms pay this XX,XXX amount. A kindergarten had some disney characters painted on their wall and Disney sued them over non-payment of copyright fees. Disney took bad PR for that. Regardless, Disney owns those characters and has the rights to charge for them. No one else can sell Disney's characters or purchase illegal goods.
