Foglights heat up the air around the front of your vehicle causing it to rise thus decreasing the air density infront of your vehicle creating less wind resistance allowing you to go faster, they don't add horsepower. Ever wonder why at night street racers always have their fog lights on?

Actually, the reverse. The photons coming out of the lights pushes back against the car causing you to slow down. That's why if you need to accelerate quickly you need to make sure you turn off your headlights, even at night.
