Looks like you're using gravel tires on tarmac.
It's tar from fresh asphalt. Buy bug&tar remover at the store and clean it off.
You just have to spray some Windex on it and wring it out, good as new boss

Tar flaps come in disposable rolls are toilet paper, you just tear off the dirty bits.
But if you're a high roller you can just buy tarflap wipers like >>15391157
