If a car is speeding away fast, police should not deliberately try causing a crash by boxing and PIT manoeuvring them on public roads. There's only so many people in high performance vehicles that commit crimes, because it's not feasible to ditch and torch every getaway car.

Good police departments go through mandatory driving training for high-speed chases and maneuvers. If you've ever watched a single episode of Cops or movies such as End of Watch you'd know that police crash maneuvers are very rarely used (and in the public eye, highly controversial) and that they rely on checkpoints or the inevitable crash to catch out a speeder.
A police car being able to keep up with a speeder alerts traffic to the speeder. It's also important that at least one cruiser updates control until a chopper can get in the air to follow the speeder. Not having a fast car means longer response times which could mean the difference between someone's life.

Nah, those are just a part of tourism. They rarely cruise their Bugatti, Lambo, etc in the rich neighbourhoods. They also use them to give an escort to any car parade that's happening. Though they use their Mustang and Camaro on a daily purpose. Otherwise, the most commonly used exotic is their Ferrari FF which is often driven around by two women.
