I watched the first episode in a mixture of horror intrigue because I could not believe what was happening.
The one route they could have taken that would have lead to a 100% rate of failure would be to try and recreate the Clark/Ham/May format, because you'll never recapture that vibe without the same people....and that's exactly what they did, down to the very last detail, introducing the stig in the same way, trying to comment on the power laps the same way, chris evans was yarking and hollering in the car tests in the same way trying to recreate clarksons approach and it was just unbelievable.
I was one of those people with a modicum of hope for it based on the selection of eddie jordan and chris harris, because I hoped they might take it in a different direction (but still have a watchable product) but instead what we got was a taiwanese bootleg of the old show.
Now of course, hilariously enough we have the old hosts innovating and making a new show format while these guys make a shit emulation of their old style which I will definitely be watching because I will follow my husbando anywhere.

Basically, get rid of Chris Evans (check.) and give the Stig back to Clarkson because keeping the Stig on Top Gear is just a reminder of the Clarkson days.
Try something different for the celebrity bit too. Maybe have an in-car interview with the celebrity in a car that means something to them. Like if their first car was a '89 Corolla, have them do an interview driving an '89 Corolla and talk about their car history.

When I go back and watch season 23 and just skip over the Evans bits, I realize that there were two problems with Series 23:
1. Evans. He just fucking sucked. No two ways about it. No sugarcoating it, he was completely without merit. His presence made the series' best possible result "Utter Shite"
2. The elephant in the room. The last incarnation of the show was fifteen years of finely-honed comedy and the pressure to emulate that immediately was incredible. Instead of doing their own thing, they decided to multiply the formula. Three hosts? We have six!! You have one celebrity? We have two! Moar is bettar!!11one
Without Evans, though, it's not bad. It kind of reminded me of the first year of Clarkson and Hammond (before they even got May) and they did retarded bits about getting good value when buying a used Peugeot. The potential was obvious in hindsight, but they definitely weren't there yet.

That's the thing, though. That video is something that's obviously influenced by the French Polish of car review production values that Top Gear obviously influenced, but at the same time, it's not Clarkson-style at all.
