In my former state where whites are the minority if you add La Raza and Blacks together, it was extremely easy to get a license. That was because making it hard would probably stop all the minorities from qualifying. When I took the test there, it was driving around several city blocks in a big circle route which overlapped onto a traffic light, several stop signs, several different speed zones and ended in a parallel park that had waaaaaay too much space in front and back. Heck, you could drive into it without doing the reverse in and park movement needed in a traditional parallel park.
In my current state (primarily white), as a new resident, I had to go thru the driving test which had two different types of parallel park. One was on a street corner with a fire hydrant hidden by a homeowner bush. If you were not previously alert and parked within range, you would be docked points. I passed of course. The 2nd parallel park had cones and was the traditional tight spot test. No sir, you may not use any of your car's automation for parking. If you touch a cone, you fail the test. Of course I failed that because these damn new cars have a tall front end and a tall rear end which makes it impossible to not lovetap unless you use the rear view cameras which of course turns on all the guidance displays and sensors. That makes it super easy since you either do what the computer says, or you let it take over. ha ha

You think you've got it bad, try Australia's system. You have to do all the medical at 16 (and when you do every test onwards), stay on you're L's for at least a year and with at least 120 RECORDED (yes, written down in a book and everything) hours and you MUST have a fully licensed driver in the passenger seat at all times.
Then you have to pass a driving test to get your P's, you can't drive manuals until you get your full license if you did it in an auto. The guy sits in your car and makes you drive around at draconian speed limits, and you need to check literally every possible way of seeing out the car every 5 seconds. IF you pass that, then you get to drive unsupervised, but you can't go faster than 90km/h, can't drive turbo or cars with more than 6 cylinders, can;t tow more than 250kg, can't carry under 21's past 10pm etc
Then after another year you have to do another test and get your green P's, which is pretty much the same as red p's but you get to go 100km/h instead, and the fascist rules are slightly relaxed. After 2 years you do another test and you get your full license.
If you're caught speeding or with any alcohol in you're bloodstream while driving under these conditions, you lose your license for at least 3 months and pay an enormous fine ($200 +).

I thought those 73 buicks had the 10MPH bumpers? That was around the time the real bumpers were phased out for the weak 5MPH bumpers. I remember seeing a cheap Ford from the 1970's and it had thick steel in its bumper across the full length of the bumper. It was covered in a plastic sheath for looks. It was a 5mph type and had shock absorber type mounts. Bumpers from then were really able to be bumped and not damaged except for scratches on the plastic coating over the steel. It's not like my car now which has zero front bumpers since its all fascia now.
It seems like bumpers were eliminated in the front as long as the whole front end is sacrificed to save the driver. That's probably good for the dealer and manufacturers since they get to sell more cars after any accident bashes the engine.
