They are referring Balance of Performance since looking like a slow car during practice and qualifying generally means that you got more favorable BoP measures made against you (less ballast weight, bigger air restrictors, higher allowable turbo boost pressure). BoP is done in the name of parity among the GTE cars to make for very close racing and give them an equal chance at winning. Or rather that is the ideal situation. Teams can be sandbagging or the officials just dole out the crappy BoP measures for each car just before the race. This is made evident when one car blows out the competition or is just severely lagging behind despite no costly mistakes on the track or in the pits.
Personally I believe that the Ford teams were sandbagging since the last pass on the Risi Ferrari was pretty savage. After the qualifying session the Ford was given a bit more weight just before the race, but the car was still lighter than it was before coming to Le Mans and the drop in boost pressure was only 1.3% for a certain part of its rev range but still allowed to make its maximum allowable boost above that. They were all really token effects.
Still there are conspiracy theorists who accused the FIA/ACO of purposefully fudging the BoP so that the GTE-Pro class would just be a Ford and Ferrari 50th anniversary rematch by keeping Porsche, Aston, and Corvette out of the fight.
