The only reason GT1 was dominant in the late 90s was because that's where the works efforts were, since the cars could and would look closer to road cars and thus be better marketing and PR tools.

I'd say GT1 didn't become the top class until '97 when FIA took over the BPR gentleman racer series and morphed it to establish FIA GT as an intercontinental series. Suddenly a lot of cash and coverage was flowed into GT racing. Multiple big name manufacturers were attracted into the category and the GT cars had to look like prototypes or they weren't competitive (although the 911 GT1 debuted in '96, Porsche's interpretation of the rules didn't become widespread until the following year).
