Because it's extremely rare for them to need to resort to that. Shootings are very uncommon, but pursuits not so much. Nowadays there are cameras everywhere so if you get into a pursuit deemed to dangerous they just give up and show up at the address the licensee plate # is registered under.

This. I don't know how it comes down to shootings so much here. I interact with police all the time here and have never had any instances where they acted unprofessionally or pulled a gun and I've even argued with them and not had it descend into violence. live in LA where cops are infamous for being overbearing assholes too.
