I went to an auto place in town and they gave me a quote of $2,250 because it's so old and hard to find the piece she broke. The car is totally functional otherwise. Can I just keep the money and spend it on other things?

Don't get me wrong, I love the car and Ive poured tons of time and money into fixing it up, but the previous owner really fucked it up. It was some stoner girl that bought it from an older man who took extreme care of it - but the suede interior was destroyed. The front spoiler was also broken, paint is awfully faded, OEM 17" tires removed and probably sold for weed, the car smells awful, and it still needs a good thousand dollars worth of repair before I even touch the cosmetic issues. Plus, it's an automatic transmission, so it's not like I can race it. I just push down on the pedal and it goes vwoosh sometimes. That's really all.

That's not how insurance works friend. You are reimbursed for the value of the damage/repair. You can spend that reimbursement, legally, however you choose. And your insurance company has to deal with you. They only pay the auto place directly if you choose to have the shop hammer out the details with them, AND if you do that, you give up all decisions as to what parts get replaced with what brand, the type of repairs and everything else.
Fraud is faking damage or staging an accident in order to file for money.
