Depends on the car. In any case, the detrimental effects to the suspension geometry (increased roll coupling, worsened bump steer) usually are enough to offset any potential benefit lowering can provide.

does it matter with a setup like that? any efficiency gains you would have had by improving aerodynamics are negated by a shorter wheel/tire combo and wider contact patch. and that's just highway driving. you'll gain nothing in town outside of the lower final gearing.
