Recently a friend of mine mistook an off ramp for an on ramp. Travelled 9 MILES that way. Started accelerating way above the speed limit to try and find a way off. Head on collision with a car loaded up with a family of four with her going about ~80. But not before she took a selfie. She was speeding down the wrong way of an interstate and she decided to snapchat a stupid fucking selfie with a stupid fucking caption along the lines of "somethings not right you guys..". The result was organic and metal confetti strewn across 4 lanes, completely impossible to tell how exactly each piece used to constitute its former whole.
At her funeral you got the impression that nobody could really bring themselves to feel all that bad for her, but a few went to the family's funeral and apologized on her behalf.

If your state is cheapskate, then there is nothing at the ends of the guardrails. So if the car approaches the rail at the end point, it is a big sharp spear. In most states they either roll the end of the rail and puff it out. In my state they go further by rolling it out. Then they put 3 to 5 rows of big yellow plastic trashcan type containers (bigger than a home trashcan though) filled with gravel and sand to softly absorb a head-on collision with the end of the rail. Works great but my state is fairly liberal. The conservative states spend as little as possible on such safety devices or not at all.

I got stuck an hour later behind the mess that he caused. Those cables are indeed a hazard, but they are a cheap way of stopping without much harm any decent height vehicle that may come at them at a large angle of incidence.
