No. The lower power density is offset by the higher octane value - if your car is properly tuned, it'll make just as much power. Boosted engines can actually make more power because the added octane allows you to run more boost. Also, propane, going from a liquid to a gas when injected, has a high latent heat of evaporisation. Combine that with the added amount of propane to make up for the lower power density compared to gasoline, you're injecting a lot of cool stuff into your intake, massively reducing intake air temps. They can actually be below freezing if you're doing it right. The reduced IAT's can substantially increase power on boosted applications. It's like Europe's E85, but cheaper.
