Vehicle info:
year, make, model, color, VIN etc.
Owner Info:
Name, address, sometimes DOB and Driver License Number.
also possible to find out if a lien is recorded, and insurance info.
And of course, you can find out if the vehicle is reported stolen, or wanted in connection with a crime or some other reason.

Yeah, to get all that stuff you do.
But you can also do a search by license plate thru services like Carfax, and just get the car history.
And it's possible to file a freedom of information act request and get the owner info, but there's usually a fee and a wait involved.

The police computer just interfaces with the driver / vehicle services computer so your plate and registration should be associated with anything else that the DMV knows. The cops are basically the only people who are permitted to do arbitrary searches.

Carfax tracks the vehicle by VIN, not license plate.
The information that you can get from driver / vehicle services will pertain more to the number of x brand, y model cars registered. They're not going to give you dox on some stranger.

I remember reading a while back, California was blocking some FOIA license plate requests because losers were using it to stalk celebrities.

I work on the system here. I can tell you with confidence that if carfax is getting our data they're getting it through an intermediary.
They don't use our software for DMV in IL yet.
