Yes, diesels blow nasty particulate matter and by law in some areas must point toward the ground. Gasoline engines don't have this extra bend as it robs power/efficiency.
If it points upward and doesn't have a cover like most semis, water could get in and cause blockage or even hydrolock the engine.
