Young guys can't get their hands on pre 1950's american iron half the time, especially not model As.
Back when hotrodding was a new thing, these cars were a dime a dozen and lying around, today a clean body and frame is more than a decent running classic.

In certain states like mine, there is very minimal inspection.
It varies from state to state but as long as it is insured and tagged it's technically street legal.
You need headlights, taillights, blinkers, and other things but until you are caught by police without them they have no clue.
If you watched that roadkill show on youtube you'd see some of the crazy things you can get away with on the road.
