Ok, any parking authority would have your tag in its database and would find out if you had a pass. If so theyd probably write you a warning for not having your pass.

not really. quite often there is a caveat that failure to display the permit removes any form of liability for the expense of towing and the fine is still applicable if you just didnt display it. this is why a lot of places make parking permits a sticker that goes in the corner of your windshield. so you dont need to display it. its just always there.
