have you considered looking at any traditional meme-mobiles? in particular, the 86 twins and the s2000. both of those can be driven reasonably efficiently, and if i can find both with less than 60,000 miles for less than 15k in socal, surely you can do as well in connecticut.

maintenance on an s2000? depends on the previous owner(s). many/most are thrashed. in my area, they hold value like lancer evos. your best bet is to find one that isn't modified to shit and has been properly maintained.
