They are generally called "roadsters" but this includes cars with removable tops as well. SAE official definitions don't specify any further.
When talking about competitive racecars, the Italians called it a "barchetta" signifying that it was a very lightweight sportscar with no weather protection. It may have windscreen of varying heights or may not have one at all.
