Hey br/o/s
Friend offered me some cash if i can restore his carbon fiber. I took the job thinking it would just take a new clear coat, but this looks absolutely dicked.
The thing is, it only looks like this dry. When it's wet, it regains that beautiful cross-hatched patterns we love. How would I go about restoring this?

silicone lubricating spray, you'll get it from upholstery suppliers, its inert and therefore wont react in any way. spray it on , rub the excess off with a dry clean cloth.

ok anon listen to me I am an auto body specialist

theres the carbon fiber part on the bottom and
on the surface there is a UV protectant clear coat, similiar to what you would find on regular paint.

There is no way to tell how much clear coat is left on the surface without special thickness gauges that you wont be able to get and use properly so you have to just hedge your bets that its still thick enough to work with.

You can still succesfully refinish the part assuming there is some original clear left.
Scuff up the surface with a scotchbrite pad and make it uniform all around. Clean it off with water and a microfiber cloth. Apply about 2 coats of Home Depot clear coat in a can spraying 10 mins between each coat. Once you have the two coats down and let them dry for 2 DAYS you are going to take some very fine wetsanding paper, like 2000 grit, and sand the surface extremely flat, From there you can either re-apply the clear and hope it comes out with no imperfections, OR you can spend alot of elbow grease polishing the now-cloudy clear down to shine with some Meguiar's Ultimate Compound.

If you have never repainted something in your life then disregard all of that because your going to mess up somewhere.

You would clean it before spraying just like anything else.
