Just imported a used german car myself. Currently awaiting the tax authorities' desicion on the cars value. I'm guessing I will have to pay close to the same in tax as the amount I bought the car for. So no, you can't just do that. Otherwise everyone would do it.
Funny story, sometimes germans actually buy new cars in Denmark pre-taxing, because the danish dealerships sometimes get discounts from the factories to counter the high taxes. So pre-tax, a danish car could be cheaper than a german car.
