They sometimes are but you don't need to, hook a chain to the hole in the middle of the dent, tie the other end to an immovable object, get a good amount of slack, and back up really fast, that will pull out. If that doesn't work and it's not removable you are fucked, it's high strength steel so you can't heat it up or weld to it without sacrificing the safety of the car

I had a closer look and it leads all the way back into the rails so I'm shit out of luck

they are separate parts, and can be removed. need to get a spot weld remover, adn drill it out.

It's probably welded on my 95 Civic had the same problem so I had to break welds and weld the new one on. Hope this helps
