I don't know about the California market but a Foxbody or SN95 Mustang is probably your best bet at that price range, but from what I've seen you'll have to put money into the suspension and steering to make it driftable. Don't know how much that would cost though, you'd have to look it up.

Not just Cali, that's everywhere nowadays which is why I didn't even bother mentioning it. If you want to get really creative you could try making a drift truck out of an old Nissan Hardbody or something.
