Rub it down using a sander.
Then apply some Red Oxide primer:

Make sure you've properly sanded it down using 300 grit sandpaper before painting with the red oxide primer.
Once you've done this, you can paint it black, silver or even blue.
Black may look best though.
All of this being said, I'd probably replace it with a stainless steel or titanium-look tip.

The Red oxide primer will stop it from rusting.
However, you MUST sand it down and remove all of the surface debris before applying primer.

Spray a liberal amount of rust-proofing oil on the exhaust. WD-40 sprayed into the muffler helps repel condensation, but you have to use a lot.

POR15, can be applied directly to rust. It actually sticks better on rust that it does on bare metal.
If you are painting bare metal, you must use their zinc spray to promote rust growth.
only prep is degreasing, and removing rust flakes.

Stainless is the only way to go. Expensive, so if you are going to keep the car, worth it. I have had my techtonics stainless for 8 years. Car has some rust, exhaust looks new.
