Heat the rotor around the center just on the edge of the hub with an oxyacetalene torch. Get the rotor cherry red and whack it a few times with a 5 lb drilling or engineer hammer.

Sledge hammer right between the lugs. Couple of good wacks and it should pop off. I has to get someone strong to do it.

This is why I put hard grease between parts that get bolted together on my own car, fucking rust man. The feeling when parts come off without spending half a day creating jigs just to separate them, or banging them with hammers for hours. That feeling is tippety fucking top.

Last time I tried changing my friends brakes they were welded to the hub and i ended up just cutting it off around the center hub.

Just dealt with this. Get a 10lb + sledge, a short (like one foot long) 2x4, and a friend to help you. Have the friend hold the 2x4 against the rotor, then hit the 2x4 as hard as you can with the sledge. Also, spray the rim of the rotor liberally with PB Blaster or some other penetrating oil. Report back if you do all that and it still doesn't come off. Good luck.
