Can't speak for other countries, but here in Germany petrol vehicles before 1970 and diesel vehicles before 1977 are excempt and until model year 1993 or so you're allowed to downgrade to a worse emissions class if you fail emissions or install a different engine, it'll only raise your tax rate. Compared to California's pre-1975-excempt and general engine swap ban, I'd say it's not particularly worse.
