Torque is determined by the amount of angle on the crank. Whether that is done by rod length or stroke length, is up to the designer. Rod to stroke ratio is what it's called and the lower the ratio, generally the more torque you will have. That however means the components have more load on them for a given RPM. That's why you see F1 cars have a rod-stroke ratio of 2.2 and a really short stroke. They make no torque down low because of it, but they rev to 14k RPM, which do to the bore size is where they make most of their power.
Also displacement is a function of bore and stroke, so technically, stroke is related to the argument of creating torque.

Well I'm sure it depends on the application. Of the high revving F1 engines, I'm sure the new ones have lower ratios because of improved materials and manufacturing techniques that allow the parts to take higher loads from increased torque at those revs.
