I take the winter tires off my daily driver around Easter. I swap to all-seasons though.
My other cars both have summer tires year-round, because they don't see winter weather.

1. go to local meterology webpage
2. look at precipitation by month
3. put them on in the earliest month that appears to have a negative spike in precipitation

We all know that MN weather is fucking batshit insane timing-wise, and are paranoid about it.
When we switch back to summer gas. When I had shop access I'd swap summers over if it was going to be a warm week.
Warm spring, if my tires werent on their last season now I'd switch in perhaps a week, but now I wont until perhaps three more weeks so I wont be caught by a late-April snowfall

What country? In Norway the rules do not specifically say that you have to have winter tires on a vehicle that weighs 3.5 tonnes or less, but that you as the driver is responsible for the car being road worthy and operable in a way that does nor hinder, slow down or endanger yourself and others. Then again, this pretty much means winter tires are required.
Rules about studded; 1. November to the second day after Easter. for the entire country except for the more northern region where it is allowed from the 15th of October to the 31st of March.
Also rules saying that summer tires are not allowed to go below 1.6mm of remaining thread depth, and 3mm for winter tires
