Theoretically speaking, if I were to plug in a block heater every time I parked my car at home, would I be reducing the wear on the engine from cold start-ups, even in a warm area?

Is fine. I have tractors from the 60s with original heaters and they spend a solid 5-6 months plugged in every year

they are quite safe, so long as you avoid a few simple mistakes during install. make sure you don't have the cord touching the engine, or especially exhaust. don't overtighten into place, clean freeze plug hole well, use good sealant. Get in the habit of checking for coolant leaks as you approach your car. If installed well, you wont see any for years and years, but it doesn't hurt

average kilowatt hour is $0.12

running the block heater for 4 hours before starting the car will run you about $0.50.

That is much more economical than running hella rich on cold starts.

Webastos are fucking nice, but diesel is more expensive than electricity here... still, its good when you don't have access to an outlet or something
