The reason fuel economy went down is actually explained by a rather simple physics concept.
In a heat engine such as an ICE, the higher the pressure of the 'work out' cycle when compared to a constant 'work in' cycle, the higher the efficiency. The problem with the high pressure is that at higher pressures, more NOx compounds are created. In order to meet more strict emissions standards, engines were made less efficient.
Basically, .gov said something was bad (and I'm not saying that it's not, evidence shows that NOx emissions are), and so we made engines worse to make their emissions better.
