I use the cheap one from Harbor Freight you get for free for checking car battery voltage and other assorted car related voltages. Works gud.

For a hobbyist any functional multimeter is fine. In a professional environment a fluke 115 with a lead kit is the preferred choice. It kind of sucks that a decent lead kit costs just as much as the multimeter but it's necessary.
