I want to spend <$7,000 on a RWD car with a manual transmission and <100,000 miles. I need it both as a daily driver and something i can modify over time. (No motorcycles because i can only afford 1 vehicle and it snows here in NJ)

Doesn't matter, it just has to be affordable to service and modify. Which is why I'm looking at MX5s instead of BMW Z3s.
miatas have absolutely staggering mod potential, like a comically huge aftermarket and legions of mostly helpful fans all over the place.
do that end, $5000 for a flyin' miata 2 kit gets you literally everything to need for a turbo build and an incredibly detailed diy guide and lots of customer support from flyin miata, the end result being 250whp which in a 2200lb car is FAST. on top of the miata's excellent driver engagement and toss-ability, it's just about as much damn fun as you can get for the price
also, don't spend more than 3 grand a miata, honestly, maybe 4 if it's exceptionally clean or low miles

also also if you have some experience with turbo setups or you're willing to do the research, 3 grand will be more than enough for an equally excellent turbo setup based around MegaSquirt and a lightly used turbo you can rebuild yourself in a few hours

Jump on that Camaro. It has an LS1 and a T56 transmission. Both sell for about $2500 each, out of the car, assuming the LS1 has the harness with it. The T56 with an $800-$1000 rebuild kit can handle up to 1000 HP/lb-ft of torque, it's pretty much the strongest stick shift that ever came in a car. The LS1 is also famous for making crazy power for little money.
The only downside is the engine is about halfway back under the windshield. Pain in the ass to work on.
The Camaro won't handle for shit stock, and it isn't all that fast compared to current models, but there's enough aftermarket out there to fix both if you're willing to spend enough.
