All properly designed gasoline engines have peak power near the redline.
If peak power is early in the rev range, that means torque is dropping off severely at much lower revs than what what the engine itself is capable of revving to. The lower torque at higher revs implies the engine cannot get enough air due to inadequate bad intake/head design.
