In this case there was traffic coming onto the highway. Driver A was correct to stay in the left lane until it was safe to get back into the right lane.
Driver A is also correct in brake checking Driver B, who was operating dangerously. I've done it to signal someone is following too closely, not because "hue hue I can drive slow in the left lane" but because I was at traffic speed and the guy was tailgating.
