It's not fast or good-looking or even enjoyable to drive. They're often older cars that have not aged well. Their condition is at best considered "fair" as their interior and body is show signs of wear, the electronics may not all work, hell, it possibly may not even run or be all that reliable.

It's a contested concept, as we in the field would put it, which means there isn't any one definition that's going to satisfy everyone. I think saying it's a car you bought despite not finding it in the least bit desirable because you coulcn't afford (or didn't think you could afford, or didn't want to spend money on) something you actually liked.
Of course, you might well grow to love it later.
